Synopsis: Satire set on the poverty-stricken Caribbean island of Cascara, the last remnant of the British Empire, peopled by the descendants of shipwreck survivors and governed by the jaded diplomat Baxter Thwaites. Just as Westminster decides to give up the unprofitable island (against the islanders' wishes), an American oil company called Spenco discovers valuable mineral water resources there. Soon Thwaites, his wife Dolores, British minister Sir Malcolm Leveridge, Spenco executives, environmental activist Pamela (whose father owns Spenco) and the island's key revolutionary, Delgado Fitzhugh, 'The Singing Rebel' (who has vowed to communicate only in song until Cascara is free), all become embroiled in a political tangle also involving Cuban revolutionaries, French mercenaries, Britain's Special Air Services (S.A.S.), Margaret Thatcher, the Oval Office and the United Nations.
